What happens every time is the empire under attack is crushed completely but the war last for decades waiting for everyone to hit 100% exhaustion because claimed planets or systems are controlled by different empires. Numerous times I've been stuck in decades of war because one of my AI allies or federation members declares war on another empire who is involved in another war. The main problem I think is that the war score calculation, fatigue, and occupation don't reflect the actual state of the galaxy and don't take other wars into account. So one of my biggest complaints about Stellaris apart from hitting the end of tech tree and unity track most games long before the end game crisis appears in single player is the way war is handled.
